Abstract

It was after the dawn of Independence in 1947 that the "Nehru-Bhatnagar effect"- the strong equation between political and scientific leadership of the country, came into play and made Council of Scientific and Industrial Research bloom; later numerous national laboratories sprung up all over the country.
