Abstract

The process of uneven development

There are explicit biases of processes and policies which determine the differential impact of economic development and growth on the various functional and spatial components of an economy. It is this aspect of economic development and growth, whether autonomous or planned, which may give rise to problems of distributive justice, mounting unemployment and regional imbalances etc. In this sense, the process is not neutral. But to stress this fact is not to regard all outcomes as desirable or acceptable. Indeed, it is the function of planning to manipulate the process to attain well-defined specific objectives.
